manic phones

as today, the first day of the new cell phone law, im biking down sydney street then when i just pass that fredon 55 office this car pulls out and cuts me off. All i got to see is him talking on his cell phone. Seing that, it made me think if the grace period on the law is to long. 3 months! Is'nt that a little long? Maybe it is to small of a law, but if its not to be inforced properly it wont lead up to anything. Well maybe im not to critisize the new law until febuary, or maybe i shoud? who knows???
